Drain canned salmon well, removing any large bones and skin. Flake with a fork in a large bowl.
Add egg whites, oat flour, ground flaxseed, green onions, dill, lemon juice, zest, mustard, paprika, salt, and pepper. Mix until well combined.
Form mixture into 6 equal patties, about 3/4 inch thick. If mixture is too wet, add a bit more oat flour.
Heat a nonstick skillet over medium heat. Spray with cooking spray. Cook patties 3-4 minutes per side until golden brown and heated through.
Serve on GF bread as a burger, or plain with a side salad. Top with avocado, lettuce, and lemon wedge.
