In a large bowl, combine garlic, olive oil, lemon juice, paprika, red pepper flakes, cumin, salt, and pepper. Add shrimp and toss to coat. Refrigerate for 30 minutes.
Thread marinated shrimp onto skewers (if using wooden skewers, soak in water for 30 minutes first).
Heat grill or grill pan to high heat (450°F/232°C). Spray grates with cooking spray.
Grill shrimp skewers 2-3 minutes per side until pink, opaque, and slightly charred. Do not overcook — shrimp cook fast.
Transfer to a platter. Squeeze lemon wedges over the skewers and garnish with fresh cilantro. Serve immediately.
